In January 2024, UAP researchers marked the 70th anniversary of the Pentacle Memorandum, a classified communication written in January 1953 by H. C. Cross of the Battelle Memorial Institute and addressed to Project Blue Book.
The memo, first surfaced publicly by Jacques Vallée in his 1990 book Confrontations, revealed that the Air Force's official scientific study of UFOs was being systematically compromised before it could produce results. Battelle recommended that the military pre-screen and filter incoming UFO reports before any scientific panel could examine them — ensuring the most anomalous cases would never reach independent scrutiny.
"The Pentacle memo is not a conspiracy theory," Vallée wrote. "It is a primary source document proving that the official scientific investigation was designed to fail."
Seventy years later, researchers note that the structural problem the memo describes remains the central objection to AARO's methodology. Without access to all relevant programs and raw sensor data, any official analytical body faces the same epistemic limitation Blue Book did in 1953.
